PADA helps millions of people to save for their retirement. The Personal Accounts Delivery Authority (PADA) is a non-departmental public body (NDPB) accountable to Parliament and reporting, through a Board, to the Secretary of State for the Department for Work and Pensions.
Changes to UK legislation (Pensions Act 2007, 2008) require UK employers to offer occupational pensions to all their employees, beginning in 2012. PADA was created to deliver “Personal Accounts”: a pensions scheme that allows employers to meet this new responsibility. PADA is part of the DWP’s wider Enabling Retirement Savings Programme (ERSP).
The key challenge for PADA is to deliver a financially-viable scheme that can accommodate many millions of members while keeping per-member overheads significantly lower than existing industry practice. The programme had a large number of geographically dispersed stakeholders with different objectives.
Project Goal / Vision
Alpheus was engaged to set up the PMO, run the PMO on an interim basis and assist in rolling out the programme across the organisation. Alpheus had been previously involved in planning activities, including defining and championing the governance for the programme and developing the reporting structure, both within PADA and externally to the Department, the wider ERS Programme and to the PADA Board and the Government at a ministerial level.
Services Delivered
Alpheus began working with PADA on Project Management activities in December 2007 and completed the hand over to the permanent PMO team in June 2009. Alpheus delivered:
· Strategy, guidance and delivery of the overall PMO structure across the organisation;
· The Phase 0, Phase 1 and Phase 2 Project Managers as well as Project Leaders for two of the many strands within the programme;
· Board and Director level support in relation to general programme governance and liaison;
· Seconded consultancy resource offering advice to the ERSP Programme Director and Programme Manager at DWP to assist in the navigation of MPRG B governance gateway and also on setting up a functioning ERSP PMO within the department; and
· The recruitment of a permanent team to replace the interim consultants and handover of activities.
